With over forty years’ experience building, maintaining and managing municipal infrastructure, Brian has authored numerous papers and guidelines for municipal Infrastructure management and trained staff across the province on asset management principles on behalf of the Ontario Good Roads Association.
This year, Brian joined the Frank Cowan Company as their Road Specialist. Brian’s role is to provide Frank Cowan Company clients with assistance for such things as: confirmation of compliance with the Ontario Traffic Manuals; confirmation that the municipality's practices, procedures and policies are in compliance with Ontario Regulation 239/02 Minimum Maintenance Standards; or technical advice on other road maintenance issues
Prior to joining Frank Cowan Company, Brian has worked for both urban and rural municipalities plus he has worked for the Ministry of Transportation and the Ontario Good Roads Association where he provided guidance and technical advice to municipalities regarding road maintenance and construction.
Brian’s knowledge of needs studies, his work on asset management planning and his expertise in road construction and maintenance issues qualify him as Cowan’s go to person for roads.
